Montana to Give Wolf Management to Federal Agency With Legacy of Wolf-killing

SILVER CITY, N.M.— The state of Montana is proposing to turn most day-to-day management of wolves over to Wildlife Services — the same U.S. Department of Agriculture agency responsible for exterminating wolves throughout the West before they gained federal protection in the 1970s.

In a draft protocol released this month to address wolf-livestock conflicts, Montana Fish Wildlife and Parks proposes transferring its authority to decide which wolves will be killed for livestock depredations to Wildlife Services, the federal agency that has killed millions of animals — including thousands of wolves — as part of its work to eradicate and suppress animals considered livestock predators or agricultural pests. The state would retain jurisdiction over public hunting seasons; unlike citizen hunters, Wildlife Services is not limited in where, or how many wolves, it can kill.

“Montana proposes to hand over key decisions on wolves, including how many will survive above a barebones minimum number, to the very federal agency that originally wiped out the West’s wolves,” said Michael Robinson of the Center for Biological Diversity, a group that has advocated for western wolves for more than 20 years. “With no one looking over its shoulder, a secretive branch of the U.S. Department of Agriculture, partially funded by the livestock industry, will once again serve as prosecutor, judge and, most especially, executioner.”

According to the proposal, Wildlife Services will respond directly to ranchers’ complaints of cattle killed by wolves and could initiate aerial gunning of the animals it deems guilty, informing Montana Fish Wildlife and Parks of how many it has killed only later. Wildlife Services is funded not only by federal appropriations but by matching funds from livestock associations and/or the state and local counties.

Wildlife Services’ only constraints would come if the wolf population drops below 150 animals or 15 breeding pairs. At the end of last year, 653 wolves, including 39 breeding pairs, survived in the state.

A series of investigative articles this spring by Sacramento Bee reporter Tom Knudson found that just since 2000, Wildlife Services has killed millions of animals using methods that are inhumane, illegal and ignore science. In his 2005 book Predatory Bureaucracy: the Extermination of Wolves and the Transformation of the West, the Center’s Michael Robinson documented multiple instances of the agency circumventing or outright breaking rules intended to protect wildlife.

“Putting Montana’s wolves fully in Wildlife Services’ hands will mean two things,” said Robinson. “More wolves will die, and fewer people will know why.”

Background
As a result of hunting and trapping in Idaho and Montana that was intended to drastically reduce wolf numbers, 545 of the 1,900-plus wolves in the two states have been killed over the past year. Additional wolves have been killed by Wildlife Services under criteria loosened since the removal of wolves from the endangered species list in May 2011.

In its decision last year to circumvent the Endangered Species Act and delist wolves by attaching a rider to a budget bill, Congress bypassed the Act’s requirement to adhere to the best available science. Federal courts had previously ruled that wolf delisting was illegal because the Fish and Wildlife Service disregarded scientific findings that wolves in Yellowstone National Park could become genetically isolated and that the wolf population still occupied only a small portion of its historic range.

Wolves are vital to their ecosystems. By deterring elk from browsing on cottonwood sprigs in low-visibility areas alongside rivers, the return of wolves has resulted in more stream side trees, benefiting beavers, fish and songbirds. By controlling the numbers of coyotes, the presence of wolves has led to increased numbers of foxes and pronghorn. Wolves also provide carrion from their leftovers, which is relied upon by scavenging animals such as badgers, eagles and bears.

The day began with a drive across the desert, checking the snares he had placed in the sagebrush to catch coyotes.

Gary Strader, an employee of the U.S. Department of Agriculture, stepped out of his truck near a ravine in Nevada and found something he hadn’t intended to kill.

There, strangled in a neck snare, was one of the most majestic birds in America, a federally protected golden eagle.

“I called my supervisor and said, ‘I just caught a golden eagle and it’s dead,’ ” said Strader. “He said, ‘Did anybody see it?’ I said, ‘Geez, I don’t think so.’

“He said, ‘If you think nobody saw it, go get a shovel and bury it and don’t say nothing to anybody.’ “

Like the prow of a ship, the Granite Mountains rise sharply from the creamy-white playa of the Black Rock Desert in Nevada.

Here, in rugged terrain owned by the American public, a little-known federal agency called Wildlife Services has waged an eight-year war against predators to try to help an iconic Western big-game species: mule deer.

With rifles, snares and aerial gunning, employees have killed 967 coyotes and 45 mountain lions at a cost of about $550,000. But like a mirage, the dream of protecting deer by killing predators has not materialized.

“It didn’t make a difference,” said Kelley Stewart, a large-mammal ecologist at the University of Nevada, Reno.

For decades, Wildlife Services, part of the U.S. Department of Agriculture, has specialized in trapping, poisoning and shooting predators in large numbers, largely to protect livestock and, more recently, big game.

Now such killing is coming under fire from scientists, former employees and others who say it often doesn’t work and can set off a chain reaction of unintended, often negative consequences.

No tool in Wildlife Services’ arsenal kills more non selectively – or slowly – than the leg-hold trap.

Since 2000, more than 90 species of wildlife have died by mistake in agency traps, including pronghorn antelope, mule deer, river otters, swift foxes, badgers, porcupines and federally protected bald eagles, government records show.

But whether animals are caught accidentally or not, they often struggle for days and die of exposure, injuries and other causes long before a trapper returns to the site.

And this is the agency  Montana is going to entrust Montana wolves?

I’m proposing a write-in campaign to the 81 Senators who sold wolves out in the Northern Rockies and delisted them via budget rider. All US Senate Democrats voted for this horror except three, Wyden, Leahy and Levin. I will have more on the write-in campaign soon. We must hold them accountable for what they did and let the world know that Democrats, who say they support the ESA, betrayed wolves, while President Obama signed the bill into law. Obama has delisted wolves twice since he took office, a feat even George Bush couldn’t accomplish.

Now is the perfect time to hold them responsible for throwing wolves under the bus. There’s an election in just 2 1/2 months. We must demand they correct the terrible wrong perpetrated against wolves, letting them know wolves must be placed back on the Endangered Species list, where they won’t be subjected to wolf hunts and brutal state management.  We can remind them if they choose to do nothing we won’t pull  be pulling the lever for them come November.

  1. This is beyond belief. These monsters are fast tracking their brutal evil ways. They have just escalated the War on Wolves! I have been making calls and sending letters regarding the Wedge Pack in WA and regarding the Mother Wolf in NM and regarding Wyoming’s wolves and regarding MN’s proposed wolf hunt plans. All of these states share the same problem. They disregard the people’s wishes and listen only to the blood thirsty few. They continue to let cows graze on public lands and kill the wolves to protect the livestock that shouldn’t be there in the first place. They keep disregarding their priority – which is to the people. They all behave like they are employees of the livestock industry. They keep doing the work of the Devil. What do you advise we do? Sure wish all of the decision makers in these states got caught in leg hold traps. And if a rancher wants to call the Killing Services to kill another wolf, they should get caught in a leg hold trap before they can make the call.

    • Nikki, I cannot add to what you wrote: I agree 110%!!! I’ve called and made phone calls to all, also; will it do any good??? I only hope the ranchers get trapped in leg holds; maybe then they will stop and think (though doubtful).

I should have known, you know they are lying when they open their mouths.Reasonable management,my*ka-hoots*.Give them an inch and they want the whole ten yards.What is that old saying? Offer them a cookie but they take the whole cookie jar?I don’t want to share my cookies anymore.I will share to those who care for wolves and all wild life.

  4. I now feel like it is the long good-bye for wolves. The wilderness nor the world will be the same without them…but they are putting wolves under such enormous pressure, in the entire NW, and SW, that I can see fractured and fragmented wolf families not being able to exist as they were designed to…..their DNA diversity is being wiped out and I can almost see that post trauma stress will alert these intelligent animals not to breed and bring pups into such a hostile world.
    When someone suggested spaying and neutering wolves….I first thought it an awful idea…..but now I’m thinking better to prevent than destroy………the killer men (& women) are relentless and their goal is extermination, but brutalization first and I have the photographic evidence to prove it.

Well for me the fight continues.Have to battle the ranchers in other ways One has to fight to get back the candy that is in their hands..I would like the govenment to stop leasing out the public lands and,if they do,it will be on the terms that they will have to watch their cattle or pay someone to do it and the death goones will not be sent after a cow dies. They should be concerned on other things going on in the country besides predators.On the news tonight,where i live, they are saying that the cattlemen are having to cut back on the size of their herds due to the drought.I am tired and,it has been a long day, and after this dishearting news,I will go to bed with the knowlege that tomorrow,with the help and encouragement of others,I’ll face the challenges that lie ahead.. As the old saying goes”It is better to have tried and failed than to never tried at all”. They win if we remain silent or let it slip by,un-noticed.

  7. It goes beyond killing wolves! I learned that when I lived in Alaska (2002-2010). First the wolves will be gone, then the other predators will be next. Finally, the game animals will disappear. Government officials want to gain control of all our state and federal lands to strip them of all the timber and minerals found there. When they have accomplished this, our beautiful wilderness areas will become a barren wasteland.
    I am not speaking “doom and gloom” here, but the killing of wolves is only the beginning of the problems that are coming.

    • Toni, I have suspected that for a while now but this is the first I’ve seen it mentioned publicly. The killing is just too nonsensical, too irrational, too sweeping. And it continues despite massive public outcry. It’s the only explanation that makes any sense.

I agree w all comments and also think there is no hope for the Wolves – once they took them off list these wackos went wacko – it continues to get worse by the day and state and frankly I do not understand any of the hate. In Calif. they just shut down a slaughter house because of a video (by animal grou, what else!) showing horrible cruelty to the cows that couldn’t “walk to slaughter” – USDA purchased tons of “meat” for schools and now worried the animals were sick – reason they couldn’t stand up! The USDA was in charge of inspecting this sick horrible place – duh! These are the animals the asshole ranchers are “protecting” from Wolves! so they can go to this horrible death, the USDA is as horrible as dept. of interior but no one stops these people – I do not get it – does anyone ?

  10. I can sit here all day long and say “what could I have been done or should have been done”,but what is that going to get me.It is where do I go from here,that’s going to count. One can’t blame oneself for hesitaton,for we are all quilty of that at one point in our lives.The ranchers and most hunting groups never stopped their fight against having predators in their landscape and will continue to do so.Hunters have a great backer,the NRA.

    • The wolf hunt has already been aired Nancy. It’s in two parts, August 16 and August 26. It played on Direct TV’s disgusting Sportsman’s Channel 605. I couldn’t watch it but it takes place in the Gallatin National Forest in Montana.

      What I feared is happening, wolf hunting is becoming the new normal. The damage Obama did to wolf recovery is so harmful it will take a hell of a fight to turn things around. The big money is behind this, The Safari Club, The RMEF, the various Cattleman’s Associations all over this country, the oil and gas interests. The grizzlies are next if Obama and Salazar have their way. There is no difference between Republican and Democrat..they all take orders from their corporate masters. Our wildlife is in serious trouble and what’s happening to the wolf is a repeat, only more sinister of the first extermination. In the past they wanted to get rid of them totally, now they want to keep a few around to kill every year. We need a paradigm shift on how to battle this because wolf persecution is like a wave rolling over this country and we better figure out how to stop it. Talk is good, action is better.

We must not only hit the democrats up the side of the head with these monstrous deeds that Obama is responsible for, but we must also let Romney and Ryan know that this is not acceptable to America. Somehow we have to let both sides know that this could sway the outcome of the election…for we are many and we will not put up with these ignorant hunters/farmers, and if Obama agrees with them (which he does) or Romney and Ryan agree with these outrageous methods and demands of a few barbaric hunters/farmers, they’d better think twice.

  14. Isn’t the state of Montana supposed to manage the wolf population? Isn’t management by Montana authorized when the Federal Government approved Montana’s Wolf Management Plan? Wouldn’t turning over wolf management to USDA Wildlife Services be illegal under Montana’s Wolf Management Plan, the ESA, and/or the Northern Rocky Mountain Wolf Recovery Plan?
