Lawsuit Filed Challenging Hunting and Trapping of Minnesota Wolves

State Reneges on Promise of No Hunting for Five Years

MINNEAPOLIS— The Center for Biological Diversity and Howling for Wolves filed a lawsuit today against the Minnesota Department of Natural Resources challenging the agency’s failure to provide a formal opportunity for public comment on recently approved rules establishing wolf hunting and trapping. The conservation groups are seeking a preliminary injunction to prevent the opening of hunting and trapping seasons this fall.

“The state rushed to issue wolf hunting and trapping rules without giving people a real chance to voice their opinions,” said Collette Adkins Giese, a Minneapolis-based attorney with the Center. “Especially considering the tremendous controversy around hunting and trapping of Minnesota’s wolves, state officials should have followed the law carefully to make sure they fully understood how the public felt about their decision.”

Minnesota’s 2001 wolf-management plan provided that wolves would not be hunted or trapped for five years after any removal of their Endangered Species Act protection, but the state legislature eliminated those safeguards last year by passing a budget bill that included a rider authorizing the Department of Natural Resources to open wolf hunting if the agency first provided an opportunity for public comment. In January 2012, the wolves’ federal protection was stripped away; but instead of opening a formal comment period, the department offered only an online survey. (More than 75 percent of respondents opposed the wolf hunt: Of 7,351 responses, only 1,542 people supported a wolf season.)

“Wolves already die at high rates from many causes, including human intolerance and persecution,” said Maureen Hackett, founder and president of Howling for Wolves. “Minnesotans benefit economically, culturally and ecologically by having wolves in the wild. As a state, we have so much to gain by keeping wolves undisturbed.”

Wolf hunting is scheduled to begin Nov. 3 with the opening of the deer firearms season; the state’s rules provide that 6,000 licenses will be sold to kill 400 wolves. The lawsuit filed today asks the Minnesota Court of Appeals to prevent implementation of wolf hunting and trapping rules until the court can issue its decision in the case.

Background
Livestock producers have pushed for hunting and trapping to reduce the state’s population of approximately 3,000 wolves. But hunting and trapping may actually increase conflicts between wolves and domestic animals by disrupting pack dynamics and creating more lone wolves that are more likely to target livestock out of desperation.

There are tested, nonlethal options to safeguard livestock from wolves, including guard dogs, flagging and fencing. Hunting and trapping is premature until state managers can gauge the impacts of a state management plan that allows the killing of wolves to protect domestic animals.

The Center for Biological Diversity is a national, nonprofit conservation organization with more than 375,000 members and online activists dedicated to the protection of endangered species and wild places.

Howling for Wolves was created to be a voice for wild wolves. It aims to educate the public about Minnesota’s wolf population and let people know how they can take action to keep wild wolves in a self-sustaining existence. For more information: www.howlingforwolves.org.

  3. I was very relieved to see this! We must stop the killing of our wolves!! Going against the dnr I’m afraid to say, will be tough. Too much politics and too many “good old boys” with money.

  7. There was a good piece about this lawsuit on Minnesota Public Radio this morning. You can find it online by searching for “MPR wolf hunt.” Representative Ingebrigtsen was technically correct when he said that there were public hearings in his MN Senate Environment and Natural Resources Committee. There was valuable testimony offered by Northeastern Minnesotans for Wilderness, Audubon Society, and several individuals. However, the pressure for the 2012/2013 hunting and trapping seasons was overwhelming. Critics of these new seasons stressed that current Minnesota law already allows the taking of wolves that threaten the safety of people or domestic animals–at any time, all year ’round. They asked why this wasn’t enough, but didn’t get a scientific answer. It’s a popular issue, not scientific.

I wrote in to the DNR public input form that I was concerned about the dangers of wolf trapping for domestic animals–the new wolf trapping rules leave domestic dogs even more at risk than they already are. Killer traps and snares that are set for coyotes and wolves are killing people’s dogs.

  8. Special interests also include the mining industry. Here in Minnesota mining companies have wanted access to parts of Northern Minnesota, areas once protected because of our wolves being on the endangered species list. Now that the wolves have been removed from the list the Mining companies can move right in. Add that to the Minnesota Deer Hunters Association and Ranchers and you have a whole lot of money and votes flowing towards those who want to slaughter our wolves.

  9. Thank God for Center for Biological Diversity and Howling for Wolves. I just received an appeal for money from the International Wolf Center and I wrote them a letter reiterating what I told them months ago. I will not support an organization which won’t even speak up to save wolves from bloody slaughter for sport even in their own backyard.

  11. I’m traveling to Assisi, Italy this week, as I feel a special connection with St. Francis of Assisi, caretaker of all animals and the environment. I’ll be saying a special prayer for our dear Minnesota wolves. And all of you out there in other states: if a hunt is allowed here, rest assured it will come to YOUR state in the very near future!

  12. Write to Governor Dayton and Commissioner Landwehr to express your outrage. Even if the hunt is allowed, I don’t have any faith at all that the DNR can oversee the killing limit of “only” 400 wolves. The kind of person who wants to kill wolves for sport probably isn’t the type of person who feels an obligation to report their kill anyway. I’ve lived most of my life in northern WI and MN, and I know first hand that there are people who want to see all wolves killed. Allowing the hunt will just enable and embolden them to kill even more than they already are illegally shooting, trapping and torturing. For shame.

  13. Hi, the article by Huffington post “Ranching with Wolves” also supports and demonstrates how ranching and wolves, bison, elk, etc can co-exist and be profitable. Another round of ammo to fire back at the stuck in stone poloticians, ranchers and hunters.
A lot of us are watching from Australia, we have our own problems with hunting, politicians, ignorance and greed, but as a world community we still send our voice out in defence of wolves, common sense and science, would love to visit and maybe hear them howl in the wild, won’t visit if they aren’t there and thats our tourist message, a few dollars in hunting lisences or lots of tourist dollars all through your communities.
Keep the pressure on and spread the word globally as we are batting for you. Check out the UK wolf conservation trust, I believe they are also watching.
Keep giving us the names we can send our voice to. Thanks again.

  16. BLESSED YOU ALL ARE FOR YOUR PASSION TO SAVE ONE OF THE MOST CHARISMATIC, MAGNIFICENT MOTHER EARTH’S CREATIONS: THE WOLF. I HAVEN’T EVEN SEEN ONE PERSONALLY. WE DON’T HAVE WOLVES IN AFRICA UNFORTUNATELY. BUT SINCE I WAS A CHILD AND READ STORIES ABOUT NATIVE RED INDIANS AND WOLVES BOTH CAUGHT MY ATTENTION AND I HAVE BEEN IN LOVE WITH THEM SINCE. NATURE BELONGS TO NO ONE AS WE ARE ENTRUSTED WITH ITS MANAGEMENT FOR THE SAKE OF OUR CHILDREN, NO COUNTRY SHOULD BE ALLOWED TO SLAUGHTER WILD ANIMALS OUT OF A GREEDY WHIM. NOBODY ANYWHERE SHOULD ALONE DECIDE TO KILL OR NOT TO KILL A WILD NATIVE ANIMAL. THERE SHOULD BE A GLOBAL LAW TO PROTECT ALL ANIMALS EVERYWHERE.
AS FOR YOUR RANCHERS,VICIOUS, LOUSY HUMAN BEASTS SOMETHING IS HAPPENING IN THE WORLD ABOUT EATING MEAT!
WE ARE ALL GOING TO BECOME VEGAN’S. CATTLE’S C02 EMISSIONS ARE DAMAGING THE GLOBAL CLIMATE. MEAT TOXINS ARE POISON TO HUMAN BODIES AND IT HAS BEEN PROVEN IS ALSO BAD FOR HEART PROBLEMS AND MILLIONS DIE OF HEART ATTACKS EVERYWHERE. BECOMING VEGAN IS THE SOLUTION FOR POVERTY, HUNGER, ETC, AS ADVISED BY THE UNITED NATIONS.
YOUR REPUGNANT RANCHERS HAVE VERY LIMITED TIME TO CAUSE HAVOC WITH WOLVES LIVES. HALLELUJAH. LETS KEEP DELAYING WOLVES KILLINGS FOR NOW, BUT WHAT I SAID ABOVE SHALL HAPPEN VERY VERY SOON!
